Just go full low calories diet + cardio if that's what you want. You'll still want some muscle to not only draw some of the excess calories but to not look bad/soft. If you look at the picture, you'll notice that the guy still has a modicum of muscle. But some light exercise should be enough.
Just be careful with the diet+exercise combo, look at the diet and fasting threads to avoid harming yourself, and be conservative in your approach. Better to go slow and reach your destination than to go fast and crash midway.

you need to be auschwitz mode first (no fat, no muscle), then you need to start lean bulking while lifting for about 6 to 9 months (it depends on your age, height, and how much of a hungry skeleton you are), and sleeping around 8 hours everyday.
getting abs is probably the easiest part, if you wanna speed up the process you can get abs in about 2 months you just need to train them every day with a good routine (just situps won't do).
also, don't neglect your lower body, squats and DL are a must on any routine, just don't go full starting strenght or stronlifts 5x5, or you will end up looking like shit (or like a femboy).
You can also get a body like that with calisthenics, but it will take longer.
