It's not the amount of protein to be concerned about when comparing these two. It's the amino profile. There are 9 total amino that you need. Steak has every single amino and it has fat wich is used by the body to make testosterone.
Broccoli however has a very poor amino profile and is not a complete protein. You can have 8 out of 9 of the aminos and if you dont get that last one your body will just piss it out and u will get no protein. That is where the phrase "complete protein" comes from.
