he should start lifting and eating a slight caloric deficit (anywhere from 200-500 calories below maintenance depending on how quickly you want to lose fat) and eat healthier foods while he is at it. so no candy, processed foods, try to stick to whole stuff

Low t, possibly thyroid, could just eat crappy and sit around too much. My thyroid is messed up and I look better than this but I noticed I couldn't get rid of love handles no matter how much I cut. Then started noticing other shit like aching joints so realized it was thyroid. Get blood work done you can get it insanely cheap and fast. I got my test checked for $13.
I do have to sit around a lot.

Buy blue blocking glasses. Don't expose yourself to blue light past sundown. Take a hot shower to help go to sleep if you need. Learn how to meditate. Spend as much time electrically grounded as you can.
