See how he has a little bit of tricep and nothing else. That's what floor pressing does and it's what ohp does when you're tricep dominant.

That's what preexhaustion is for. If he does his lateral raises before the ohp he'll actually get shoulders. And as for his chest he's not working it at all.
Drop sets for lateral raises always. 20lbs x15, drop to 15lbs x15, 10lbs x15, when you get to 5lbs just hold it at the top and let it drop maybe 1 inch and bring it back up x60 that’s one set. Shoulders are awesome cause they can take a lot of punishment.

Add 5x20 lateral raises during leg days and incline benches to your push days. You're shoulders will blow up.
