that's because your arms and shoulders are weak. once they catch up you'll feel it in your core more easily

Probably nothing wrong. Ab wheel works damn near everything, so you're going to feel it in your shoulders and arms, particularly if they are relatively weaker than everything else.
Make sure you aren't rolling out super fast, should take 3-5 seconds. Make sure your core stays tight of course. Extend with your hips first before you roll out further with your arms. If you need it to be more difficult, start in a pushup position instead of on your knees.
