Yes. If you're not DYEL then why would you be trying to "start" strength? The entire premise of Starting Strength is that it takes DYELs and makes them as strong as possible as fast as possible. Gaining strength (without injury) is the only consideration here. If you want to lose weight this is not the correct program. If you want to do "maingaining" this is not the correct program. If you're trying to get aesthetic in the immediate future this is not the correct program. It's a strength base building program. I don't know why people criticize Starting Strength for being exactly what it claims to be. Getting snapped up is caused by either doing too much, lifting more weight than you can handle, or lifting with bad form. If you are always in control of the weight, lifting it correctly, and lifting a weight you can handle, you won’t get snapped up.

No, the diet is on you. If you want to look good, you should add these to the big 4: pulls ups, dips, barbell rows and arm day.
You can do a moderate calorie surplus instead of a large one and get basically the same results without getting fat.
200-500 calories a day extra is plenty for you to grow. Start out with 200 extra and increase to 500 extra if needed.

There is literally no reason why you can't just eat at a small surplus and make gains on SS. If you're starting at sub-15% bodyfat you'd really have to be fricking up badly to end up visibly overweight.
Lifting in general is almost a total waste of time if you aren't going to eat, it's just immediately obvious you're spinning your wheels on a linear progression program.
